[CITYLAND] HEAD OF PROJECT OPERATIONS
A. Position Overview

The Head of Project Operations leads the Project Implementation Division and is a key member of the Group’s management team. This role is responsible for planning, organizing, executing, monitoring, and controlling all construction projects to ensure they are delivered on schedule, within budget, and in compliance with quality standards. The position works closely with partners, contractors, internal departments, and relevant authorities to ensure project success.
B. Recruitment Details
I. Key Responsibilities
1. Project Implementation Division Management
- Advise the Board of Directors on project strategies, orientation, and governance;
- Develop and implement action plans for the Project Implementation Division;
- Manage and effectively control contractors, partners, and suppliers;
- Review, improve, and optimize project management systems and processes;
- Take full responsibility for the overall performance and effectiveness of the Division.
2. Project & Construction Management
- Organize, manage, and oversee all project execution and construction management activities;
- Lead construction scheduling, construction methods, and planning of resources, materials, and manpower;
- Control and monitor project progress, quality, and budget across all projects;
- Manage project payments, settlements, and final accounts;
- Regularly evaluate project performance and proactively develop contingency plans to ensure timelines are met;
- Identify, manage, and resolve project issues, risks, safety, environmental, and fire prevention matters;
- Develop and implement group-wide quality management systems for construction projects;
- Supervise inspection, acceptance, and handover of projects.
3. Team Management
- Lead, train, and develop project teams to meet the Group’s development requirements;
- Develop succession planning and talent development programs;
- Review, update, and improve policies, procedures, and regulations related to project management;
- Perform other duties as assigned by the Board of Directors and senior management.
II. Requirements
- Bachelor’s degree or higher in Construction, Architecture, Construction Economics, or related disciplines;
- Strong expertise in construction, project management, and real estate development;
- Valid project management and construction supervision licenses;
- Minimum 10 years of professional experience, including at least 5 years in a senior management role within large-scale companies or corporations;
- Proven ability in project planning, progress control, quality management, budget control, and schedule optimization;
- Hands-on experience working with Project Management teams, consultants, and construction contractors;
- Strong leadership, strategic planning, risk analysis, and reporting skills;
- Good knowledge of construction, investment, and real estate-related laws and regulations;
- Fluency in both Vietnamese and English;
- Strategic mindset, ability to work under high pressure, integrity, accountability, and strong commitment to results.
