The Head of the Administration–Human Resources Department – Hà Nội supports the departmental director in managing administrative and HR activities, ensuring work efficiency and compliance with company regulations. This position includes personnel management, task assignment, training, competency evaluation, and developing management systems. The deputy head also participates in budgeting, asset management, supervising administrative tasks, and advising the Board of Directors on HR strategies, recruitment, rewards, and discipline. This role plays an important part in maintaining organizational operations and supporting the company’s sustainable development.

I. Job Description

Human Resources Management / HR Operations

  • Manage and oversee the work of department staff to ensure completion of departmental goals, functions, and tasks.
  • Assign tasks to staff, provide training, and assess employee competencies.
  • Develop and the management system based on the department’s functions and responsibilities.
  • Manage timekeeping, payroll, and HR data.
  • Oversee systems, policies, social insurance (SI), and KPIs.
  • Prepare the department’s operating budget.
  • Manage branch assets.
  • Advise the Board of Directors on the department’s capabilities.
  • Develop HR strategies and recruitment plans aligned with the branch’s growth needs.
  • Propose rewards, disciplinary actions, or termination within assigned authority.
  • Update standards, procedures, regulations, and new technologies of the branch.
  • Build, maintain, and foster good relationships with local authorities or when representing the branch in external communications.
  • Propose and improve control measures to enhance the department’s work quality.
  • Manage and implement work plans for the Administration and Human Resources teams.
  • Advise the Board of Directors on solving arising issues.

Administration Management

  • Manage and oversee general administrative operations.
  • Organize logistics and company events.
  • Manage occupational safety tasks.
  • Manage administrative expenses.
  • Oversee clerical work, reception, medical services, security, housekeeping, and drivers.
  • Manage and supervise office maintenance.
  • Control assigned budgets.
  • Organize periodic competency assessments and employee KPI evaluations.
  • Prepare, monitor, report, and evaluate KPIs for divisions/departments on a monthly/quarterly/yearly basis.
  • Perform reporting and proposal-related tasks.
