[CITYLAND] INFRASTRUCTURE – TECHNICAL BIDDING SPECIALIST

A. Position Overview

The Infrastructure – Technical Bidding Specialist is responsible for managing the entire tendering process for infrastructure packages, including preparing BOQs, drafting tender documents, conducting market price surveys, evaluating bids, and proposing contractor selection. This role also oversees contract management, progress tracking, budget control, and material price forecasting to support effective negotiations. In addition, the Specialist contributes to building and maintaining a network of contractors, updating new technologies and materials, and ensuring the quality and efficiency of the company’s infrastructure projects.

B. Recruitment Details

I. Job Responsibilities

1. Tendering

• Coordinate with the Quantity Department to prepare BOQs for infrastructure packages.
• Review consistency between BOQ and design documents.
• Draft and issue tender invitations.
• Conduct market surveys on materials, equipment, and labor prices to prepare Pre-Tender Estimates (PTE).
• Evaluate bids and prepare contractor selection proposals.

2. Contract Management

• Collaborate with related departments (legal, accounting, etc.) to negotiate and finalize contract terms.
• Monitor contract execution to ensure variations remain within the approved budget.
• Prepare and update cash flow schedules and price tracking reports.
• Forecast material price trends to support negotiation strategies.

3. Supply Network Development

• Support the Procurement Manager in conducting periodic contractor capability assessments.
• Maintain relationships with existing contractors while sourcing and evaluating potential new ones.
• Update new technologies and materials, test their applicability, and add qualified contractors to the supplier list.

4. Other Tasks

• Provide regular progress and performance reports to management on ongoing tenders.
• Collaborate with colleagues and cross-functional teams to achieve shared objectives.
• Perform other duties as assigned by direct supervisors or company leadership.

II. Job Requirements

1. Education

• Bachelor’s degree or higher in:
  • Transportation Engineering (Roads & Bridges)
  • Hydraulic Engineering

2. Technical Knowledge

• Solid understanding of state norms and regulations for transportation and hydraulic works.
• Strong knowledge of materials and cost structures for infrastructure projects (urban developments, resorts, piers, breakwaters, etc.).
• General knowledge of construction engineering (structures, architecture, MEP).
• Understanding of the real estate market is an advantage.

3. Experience

• At least 5 years of experience in QS and infrastructure tendering for projects such as urban areas, resorts, piers, or breakwaters.
• Management experience not required.

4. Skills

• Strong organizational and work control skills.
• Excellent negotiation and contract management skills.
• Proficiency in Word, Excel, AutoCAD.
• Confident, proactive, and effective communicator.
• Ability to work independently and collaboratively.
• Able to read and understand English technical documents.

5. Other Requirements

• Experience with cost estimation software is an advantage.
• High integrity, responsibility, and professional ethics.
