[CITYLAND] PROJECT OPERATIONS MANAGER
A. Position Overview

The Project Operations Director serves as the head of the division, a key member of the Group’s management system, playing a critical role in developing growth strategies, overseeing execution, supervising, and managing all construction projects. This position ensures that projects are delivered on time, within budget, and to the highest quality standards, while working closely with contractors, partners, internal departments, and regulatory bodies.
B. Recruitment Details
I. Key Responsibilities
Division Leadership
- Advise the Board of Directors on project strategy, direction, and governance.
- Develop and implement the division’s annual operating plan.
- Manage and optimize relationships with contractors, suppliers, and partners.
- Review, update, and enhance the division’s management systems.
- Take full accountability for overall operational performance.
Project Operations Management
- Organize, supervise, and oversee all project management and operations.
- Lead the development of construction schedules, methodologies, and resource plans.
- Monitor and control the work of independent Project Management Units to ensure progress, quality, and budget compliance.
- Oversee and verify payment and settlement documentation, including subcontractors, consultants, and general contractor contracts.
- Regularly evaluate project performance and efficiency.
- Proactively establish contingency plans to safeguard project timelines; resolve issues and handle incidents during execution.
- Manage construction safety, environmental compliance, and fire prevention systems.
- Establish and implement the Group’s quality management system across projects.
- Supervise acceptance, handover, and completion of deliverables.
Team Management
- Lead, train, and develop a high-performing team that meets organizational goals.
- Plan succession and talent development strategies.
- Update and refine internal policies, regulations, and procedures within the division.
- Carry out other tasks as assigned by the Board of Directors.
II. Candidate Requirements
- Education: Bachelor’s degree or higher in Construction, Architecture, Construction Economics, or related fields.
- Expertise: Deep knowledge of Construction, Project Management, and Real Estate.
- Certification: Valid Project Management and Construction Supervision licenses.
- Experience:
- 10+ years of relevant professional experience.
- Minimum 5 years in a senior management role in project management, construction, or real estate, preferably within large corporations (domestic or international).
- Proven track record in planning, monitoring, evaluating, and optimizing project schedules, budgets, and quality.
- Skills & Competencies:
- Strong leadership, strategic planning, and organizational skills.
- Ability to collaborate effectively with PMUs, design consultants, supervisory consultants, and contractors.
- Expertise in risk analysis and management within construction and real estate.
- Excellent communication, negotiation, and presentation skills.
- Strong analytical, reporting, and problem-solving capabilities.
- Strategic thinking with resilience under high pressure.
- Fluency in both Vietnamese and English.
- Attributes: Integrity, accountability, and strong commitment to results.
- Preferred: Experience with project management models, systems, and tools.
