[CITYLAND] Quantity & Budget Manager

About the Role

The Head of Quantity & Budget Department is a key leadership position, responsible for developing and controlling construction budgets for large-scale projects. This role oversees quantity take-off, cost analysis, and comparison of design alternatives to select the most cost-effective solutions. The position also manages cash flow, monitors budgets throughout project implementation, coordinates with related departments, participates in tendering and project audits, and ensures all financial and technical activities comply with corporate procedures and standards.

As the leader of the cost estimation team, this role plays a critical part in optimizing project costs, improving investment efficiency, and mitigating financial risks.

Key Responsibilities

Team Leadership & Development

  • Plan, allocate, and supervise workload within the Quantity & Budget team.
  • Establish templates and databases to support budget preparation.
  • Ensure the quality and progress of deliverables by team members or consultants.
  • Train and guide junior staff on professional practices, processes, and templates.

Budget Preparation & Updates

  • Prepare and review budgets based on concept design drawings, including quantity take-off, cost analysis, and price benchmarking.
  • Analyze and compare construction costs across design alternatives and recommend the most cost-efficient solutions.
  • Update and review project budgets in line with functional changes or revised handover standards.

Budget Control & Monitoring

  • Verify project budget allocation and expenditure control.
  • Review monthly cash flow reports and quarterly budget control reports.
  • Support the implementation of current and new corporate systems.

Tendering Support

  • Prepare detailed quantity take-offs for bidding packages.
  • Approve additional quantities arising during project execution.

Project Audit

  • Verify compliance of contractor payment documents.
  • Conduct audits of final accounts and settlements for construction contracts.

Qualifications & Requirements

Education

  • Bachelor’s degree or higher in Construction, Architecture, or Construction Economics.

Knowledge

  • Strong understanding of government standards for construction, MEP, and infrastructure.
  • In-depth knowledge of building materials, construction costs, MEP, and infrastructure.
  • Broad technical knowledge of structural, architectural, MEP, and infrastructure engineering.
  • General knowledge of real estate.

Experience

  • Management: At least 3 years in a managerial role overseeing a team of 5 or more cost engineers and managing 5 or more projects simultaneously.
  • Professional: At least 10 years of experience in construction, with more than 5 years in cost estimation and budgeting for urban development (both high-rise and low-rise) or hospitality projects.

Skills

  • Strong leadership, management, and work control skills.
  • Excellent negotiation and contract management skills.
  • Proficiency in MS Office (Word, Excel) and AutoCAD.
  • Strong communication and interpersonal confidence.
  • Ability to work independently while collaborating effectively across teams.
  • Fluency in English (both technical reading and verbal communication).

Other Requirements

  • Proficiency in cost estimation software is a strong advantage.
