[CITYLAND] SENIOR PROJECT OPERATIONS EXECUTIVE

The Senior Project Operations Executive is a key position within the Planning & Project Operations Department, playing an essential role in advising and supporting the Head/Deputy Head of Department in planning, monitoring, and controlling the overall progress, quality, and effectiveness of the Group’s projects.

This position requires strong systems thinking, solid expertise in project planning and quality control, as well as close coordination with Project Management Units, Construction Management Teams, and related departments to ensure projects are delivered on schedule, in compliance with approved standards, and with optimal efficiency.

I. JOB DESCRIPTION

1. Project Planning & Implementation Control

  • Receive and control assigned tasks and scope of work as directed by management.
  • Participate in developing, monitoring, and controlling detailed implementation plans, including POP, AOP, and KPI plans for individuals and the Project Operations Department.
  • Coordinate with Project Management Units to review, consolidate, and develop AOP and POP plans for the Project Management Division.
  • Monitor, inspect, and provide timely alerts on plan execution, construction progress, and project quality; propose adjustments when changes or issues arise.

2. Project Progress & Construction Quality Management

  • Monitor and control construction progress; consolidate and report progress status to management on a regular basis.
  • Review construction progress reports and quality documentation submitted by Construction Management Units; provide feedback and identify potential quality risks.
  • Conduct site inspections according to approved plans; assess the quality of project components and construction works.
  • Advise and propose contingency plans and corrective actions related to construction quality issues.
  • Coordinate with relevant parties in quality inspections, audits, acceptance testing, and handover of construction works and contracts.
  • Control and monitor compliance with occupational safety and environmental sanitation regulations at project sites.

3. Reporting, Evaluation & Improvement

  • Consolidate reports and evaluate the performance and effectiveness of construction-related project operations as assigned by management.
  • Propose construction specifications (Specs) for projects; provide professional input on design documentation and bidding/tender dossiers.
  • Perform supervision and improvement activities for assigned departments in accordance with approved plans or management requirements.

4. Administration, Systems & Documentation

  • Draft, review, and improve internal documents, guidelines, and system procedures related to construction and project operations.
  • Develop and monitor individual KPI systems; manage and archive project documentation.
  • Review preliminary project legal documentation and propose timely supplementation in compliance with applicable regulations.
  • Perform other duties as assigned by management.

II. JOB REQUIREMENTS

1. Education & Professional Qualifications

  • Bachelor’s degree or higher in Construction Engineering, Civil & Industrial Construction, Technical Infrastructure, or equivalent disciplines.
  • Preference given to candidates holding Project Management Practice Certificates or Construction Supervision Practice Certificates (Class I, II, or III).

2. Work Experience

  • Proven experience in project operations, construction management, or construction progress and quality control.
  • Strong understanding of project implementation processes, technical standards, construction regulations, and occupational safety requirements.
