[CITYLAND] TALENT ACQUISITION MANAGER

The Talent Acquisition Manager is responsible for leading, managing, and continuously improving the recruitment function across the Group’s multi-industry operations (Real Estate, Education, Hospitality, Resorts, etc.). This role ensures the availability of high-quality talent to support rapid, sustainable business growth while strengthening employer branding and recruitment effectiveness.

Key Responsibilities

Recruitment Strategy & Workforce Planning

  • Support the Director of Operations in developing and executing overall recruitment strategies aligned with the Group’s business objectives.
  • Work closely with Business Unit Heads to identify short-term and long-term manpower needs.
  • Build annual and periodic recruitment plans for each industry sector and project.
  • Anticipate talent gaps and proactively develop talent pipelines for critical and hard-to-fill positions.

End-to-End Recruitment Management

  • Oversee the full recruitment lifecycle: manpower request, sourcing, screening, interviewing, offer negotiation, and onboarding coordination.
  • Ensure recruitment processes are executed efficiently, transparently, and in compliance with company policies.
  • Personally handle recruitment for key, senior, or confidential positions as assigned.
  • Maintain high candidate experience standards throughout the hiring process.

Recruitment Channels & Employer Branding

  • Develop and optimize recruitment channels including job portals, social media, company website, internal referrals, headhunters, and university partnerships.
  • Lead initiatives to strengthen the employer brand across different business sectors.
  • Represent the Group at job fairs, recruitment events, career talks, and employer branding activities.
  • Collaborate with Marketing/Communications teams to enhance recruitment content and messaging.

Team Leadership & Capability Development

  • Lead, coach, and manage the recruitment team to ensure performance targets are met.
  • Allocate recruitment tasks based on capacity and specialization.
  • Train and develop recruiters on sourcing techniques, interviewing skills, and competency-based assessment.
  • Foster a performance-driven, collaborative, and professional recruitment culture.

Recruitment Performance Management & Reporting

  • Establish recruitment KPIs (time-to-fill, cost-per-hire, quality-of-hire, candidate satisfaction, etc.).
  • Monitor recruitment effectiveness and continuously optimize hiring performance.
  • Prepare and present recruitment reports (weekly/monthly/quarterly) to senior management.
  • Analyze recruitment data to support decision-making and workforce planning.

Process Improvement & Standardization

  • Design, standardize, and continuously improve recruitment policies, workflows, templates, and tools.
  • Develop and maintain interview guidelines and competency-based question banks by job group.
  • Collaborate with HR Operations and Training teams to ensure smooth onboarding and integration of new hires.
  • Manage and optimize recruitment budgets to ensure cost efficiency.

Job Requirements

Education

  • Bachelor’s degree or higher in Human Resource Management, Business Administration, Economics, or related fields.

Experience

  • Minimum 5–7 years of experience in Talent Acquisition or Recruitment, with at least 2–3 years in a managerial or team lead role.
  • Experience working in medium to large organizations, preferably multi-industry groups.
  • Strong understanding of recruitment for Real Estate, Education, Hospitality, F&B, or premium service industries.
  • Proven ability to recruit middle to senior-level positions.
