PROJECT OPERATIONS DEPARTMENT MANAGER

I. Position Overview

The Project Operations Department Manager is a senior management role at CityLand, responsible for the overall management, operation, and implementation of investment – construction projects. This position ensures projects are properly planned, organized, supervised, and completed in line with objectives, schedule, and budget, while maximizing investment efficiency and strengthening the Group’s reputation.

II. Key Responsibilities

1. Project Management & Development

  • Planning & Execution: Develop overall and detailed project plans; oversee all phases from investment, legal, design, bidding, construction, sales to operations.
  • Strategic Development: Propose optimal solutions for project management; define short-term and long-term investment and development strategies.
  • Budget & Cash Flow Management: Plan, monitor, and control project budgets, development costs, and cash flow; ensure effective capital usage.
  • Quality & Schedule Control: Monitor and control project progress and quality; evaluate, alert, and propose solutions to handle issues, shorten timelines, and optimize results.
  • Legal & Administrative Procedures: Manage the preparation, review, and implementation of legal and administrative procedures in compliance with regulations.
  • Partnership Development: Build and maintain strong partnerships with contractors, clients, and relevant authorities to ensure smooth and effective project execution.

2. Department Management

  • Operations Oversight: Organize, manage, and supervise all activities of the Project Operations Department; implement quality management systems across the Group.
  • Work Organization: Assign tasks, allocate resources (human, financial, materials, equipment), and support teams to ensure progress, quality, and efficiency.
  • Risk Management: Identify, evaluate, and mitigate project risks; coordinate with Risk & Compliance Department for reporting and control.
  • Reporting: Prepare regular and ad-hoc reports on project status, achievements, challenges, and propose solutions to the Executive Board.
  • Internal Management System: Develop and update processes, regulations, policies, templates, and checklists; adjust delegation matrices to ensure seamless inter-department coordination.
  • Data & Asset Management: Manage and store professional data, records, and departmental assets in compliance with company policies.
  • Training & Development: Develop internal training programs to enhance staff expertise; nurture successors to ensure sustainable team development.

III. Job Requirements

1. Education & Qualifications

  • Bachelor’s degree or higher in Civil Engineering, Architecture, Construction Economics, or related fields.
  • In-depth expertise in construction, project management, and real estate.
  • Valid professional certificates in project management and construction supervision (Grade I).

2. Experience

  • At least 15 years of experience, with 5+ years in a similar senior role at large-scale companies or corporations (domestic or international).
  • Strong experience in planning, controlling progress and quality, risk alerting, and proposing optimization solutions for projects.
  • Proven track record of working effectively with project management boards, consultants (design, supervision), and contractors.
  • Comprehensive understanding of the real estate project lifecycle, from preparation to operation.
